Parliament Politics is disallowing change

Its a famous proverb in Hindi, - Hamam mein sab nange , meaning all are nude in public bath. Same thing is happening with parliament of India. Parliament of India is seems to be fort for politics, any political game played within this fort is considered as legitimate political game while political games played outside parliament is considered as social reforms or internal security threat.
Gandhi in his Hind Swaraj compare parliament with prostitute It clearly signifies that parliament is used dignified tool to resist change, where people come, use parliament for their pleasure and goes away .
It seems that all members of parliament had become one to maintain status quo which they term as law and order. In the name of law and order people are forced to think in suppressed manner. It is a rosy picture which is provided by making people happy and disallowing them to think beyond or speak up.
Radical approach is needed to bring political reforms in this country but Parliamentary politics under the argument of constitution seems are taking up moderate approach.  
Any other political reform movement outside parliament is represented as social movement if they are not much radical like narmada bachao andolan which was portrayed as social issue. Same thing happened to Jay Prakash Narayan’s  movement.
If radical approach is taken by people it is considered as “internal security issue” or “constitutional issue” naxal movement and women reservation issue can be viewed as radical approaches of change but how it’s portrayed is a matter of concern.
These all things makes us to think , why we can’t bring politics to mass?  Why the social and political change is smartly resisted by class who USES parliament?
